HOW DO I OBTAIN A CALIFORNIA GUARD CARD? (Security officer license)
Step 1: Power to Arrest Instruction & Exam / Weapons of Mass Destruction
This course is for persons interested in becoming security officers in the State of
California. The course is required in order to apply for and receive a Guard Card.
Applicants must be 18 years of age or older. The application process requires a valid
photo identification (example; CA driver’s license or passport) and to provide a social
security number on the application with Bureau of Security and Investigative Services in
order to complete the background check.
The course includes:
Power to Arrest study material and exam
Weapons of Mass Destruction video and exam
What to Expect Working as a Security Officer study material and exam
This course is provided in “open book” format. You may review course materials and
videos any time during the exam. Although you are required to pass the Power to Arrest
exam with 100% accuracy, you are given unlimited attempts to get all the answers
correct. This ensures that you absorb as much material as possible and understand the
role and responsibility of a security officer in the state of California. After you complete
the course, you must be fingerprinted via Live Scan (Step 2)
Step 2: Fingerprinting and Background Check
Once you have completed the mandatory course, you must print out a Live Scan form (we
provide it to you in PDF format) and take it to a local Live Scan Fingerprinting.
You will pay the fee directly to the Live Scan operator of your choice for the Department of
Justice and FBI background check. Approximate cost is $60 - $75 depending on the Live Scan site.
The fee for the Live Scan varies. After you’ve completed your fingerprinting, you must
apply with the Bureau of Security and Investigative Services. (Step 3)
Step 3: Bureau of Security and Investigative Services Application Process (online)
Once you obtain a certificate from the Power to Arrest and Weapons of Mass Destruction
course, and complete the fingerprint process, you must apply with the Bureau of
Security and Investigative Services at the Department of Consumer Affairs online. The
cost is $51. For some, this is a simple process, for others it can be confusing. If you'd
like us to take the hassle out of it for a $20 fee, all you have to do is provide us with
a copy of your completed Live Scan Form by fax or email. (Once you pass the course, this will
be explained to you in more detail.)
